This role serves as the primary interface with federal agency leadership and Contracting Officer’s Representatives (CORs), ensuring successful delivery of technical, operational, financial, and compliance objectives. The Program Manager SME brings deep expertise in large-scale federal IT program management.Job Duties and Responsibilities:Provide overall program leadership and serve as the primary Government POC, including responsibility for cost, schedule, performance, and complianceProvide subject matter expertise for FSA systems, policy, and complex operational issuesProvide full lifecycle program management across operations, modernization, and enhancement initiativesServe as the single point of accountability for contract performance, deliverables, schedule, cost, and qualityLead integrated program teams including architecture, development, operations, cybersecurity, and data analyticsEnsure alignment with agency strategic priorities and enterprise architecture objectivesOversee contract performance, budget management, and resource planningManage subcontractors and vendor performance in accordance with federal acquisition regulations (FAR)Ensure compliance with FISMA, NIST, OMB directives, and federal financial management regulationsMinimum Qualifications:Possess at least 10 years of program management experience, including at least 5 years of federal IT program management experiencePossess a Bachelor’s degree in Business Administration, Information Systems, Finance, Public Administration, or a related fieldPossess a PMP certificationPossess the ability to pass the Public Trust investigation and maintain eligibility, including US citizenshipPreferred Qualifications:Possess a Master’s degree in a related fieldPossess a PgMP certificationPossess prior experience supporting the US Department of Education in Federal Student Aid (FSA)NOTE: This job description is not intended to be an exhaustive list of all duties, responsibilities or qualifications associated with the job.
